Summary:
ByteOpt/NativeOpt cannot be defined at the Package level

Detailed description
This is usefule for e.g. -verbose -annot -unsafe -inline -compact options, i.e. when one wants to apply some option to all compiler invocations no matter what. The definition at package level should be joined with per-section definition if available. Does it make sense?
