Summary: Fix build for OCaml 4.00.0
Detailed description Version 1.2.2 of ocaml-csv fails to build on OCaml 4.00.0. To fix the build for OCaml 4.00.0 the oasis build system has to be re-generated with the latest version of oasis. I'd propose to do that and for clarity sake to also increase the version number to 1.2.3.
