File Release Notes and Changelog

Mostly a bugfix release. Jacques-Pascal Deplaix helped fix a problem with string escaping, while Petter Urkedal contributed support for the 'bytea' and 'int32_array' datatypes, usable through Sql.Value.bytea, and Sql.Value.int32_array.
