File Release Notes and Changelog

This minor update provides a wrapper for the toplevel so that users can run `ocamlfind batteries/ocaml` and get an ocaml-enabled toplevel. Also updated documentation with up-to-date information on usage. Thanks to mehdi and the debian crowd for encouraging this documentation-fix release.
