File Release Notes and Changelog

The scribble merger ism should now work.  The transformation
from device to PDF coordinates is much, much simpler, since
it uses the stored zoom value (the old version tried to
guess it, which worked sometimes, but not always).

Some of the file utilities work:

  * irext ls [format and flags subject to change]

  * irext cp [still limited to a single file, this
    with change soon]

  * irext chmod -t 

  * irext init
 
  * irext update

others will come soon.
