File Release Notes and Changelog

Batteries Included 1.1.0 - now with non-threaded library (Batteries_uni) for compiling without thread support and Polymorphic sets integrated into [Set], just like [Hashtbl].  Lots of bug-fixes and a few extra functions, of course.

PSet merged with Set (PSet to be removed in 2.0)
Batteries_uni factored out of threaded Batteries (in 2.0, will be Batteries and Batteries_mt, respectively)
[tap] function added for enhanced pipeline programming
