File Release Notes and Changelog

Development goes on slowly. The most interesting part of this new release is the introduction of the DEFAULT feature, requested by flux on #ocaml. I'm still highly interested in more feedback, and reasonable features requests.

- Query.Simple functions are now directly accessible in the Query module - UPDATE and DELETE queries can use joins over several tables - support for default values in table descriptions (feature asked by flux on #ocaml) - pa_comp and pa_descr are now together in pa_macaque
